Henry attended the district school, Huntington Academy and graduated from Trinity College 1846. He studied law and was admitted to the bar in 1848 and practiced in New York City. He was a Representative from New York, elected as a Republican to the Forty-third Congress (March 4, 1873-March 3, 1875) and declined to be a candidate for renomination in 1874. Henry was commissioned captain in the Thirty-seventh Regiment, New York National Guard, in 1862 and served throughout the Civil War.
